British and American legal fraternities consider Concession authorities have no right to intervene between Courts established by de facto authorities and persons subject to their jurisdiction.

American community is much exercised in its mind over present position jeopardising as it does the interests of all persons residing or doing business in the Concession, and consider Japanese will be justified in taking retaliatory or remedial measures unless quick action is taken to rectify position.

Members of executive committee of American Chamber of Commerce are in fact considering telegraphing to their government with a view to urgent representations being made to British Government.

3. I must again emphasise what i regard as vital necessity of giving me early instructions. In an interview which Major Delamain had with General Homma in reking on May 21st, the latter said that he would not take any action pending the receipt of Your Lordship's reply to representatives made by me, but (as the General said) feeling is running high both locally and in Japan and his hand may be forced if instructions to me are further delayed.
